ACC Files Two Cases Against Former MP Nur Uddin Noyon and His Wife

Staff Reporter • Reading time: 3 min

The Anti-Corruption Commission (ACC) has filed two cases against Nur Uddin Chowdhury Noyon, former member of parliament for the Lakshmipur-2 (Raipur–Sadar partial) constituency. In one of the cases, his wife Chowdhury Rubina Yasmin Lubna has also been made an accused. Noyon was the general secretary of the Lakshmipur district branch of the Awami League, an organisation whose activities are banned.

Deputy Assistant Director Kamrul Islam of the ACC's Integrated Chandpur Office filed the cases as complainant on Sunday (October 18) on charges of acquiring assets beyond known sources of income. Kamrul Islam has confirmed the filing of the cases.

According to the complainant's statement, a three-member inquiry team was formed on November 4, 2024, over allegations of acquiring assets beyond known sources of income against Noyon and his wife. The cases have been filed in the context of the inquiry finding information about acquiring assets beyond known income through abuse of power.

ACC sources said information has been found of immovable assets worth Tk 3,314,131 and movable assets worth Tk 12,496,194 in Noyon's name. In total, the amount of assets in his name stands at Tk 15,810,325.

In addition, there is information about his expenditure of Tk 11,557,254 on family and other expenses. According to the ACC's calculations, including assets and expenses, the total amount of Noyon's money stands at Tk 27,367,579.

In contrast, his acceptable income from various sources, including liabilities and loans, is found to be Tk 19,367,937. As a result, the amount of assets inconsistent with known income stands at Tk 7,999,642.

The ACC alleges that while serving as a member of parliament, Noyon acquired those assets through abuse of power and various irregular and corrupt activities and kept them in his possession. The case against him has been filed on the basis of this inconsistency.

On the other hand, information has been found of immovable assets worth Tk 13,780,800 and movable assets worth Tk 2,466,040 in his wife Chowdhury Rubina Yasmin Lubna's name. In total, the amount of assets in her name is Tk 16,246,840.

In addition, information has been found of Lubna's expenditure of Tk 2,004,749 on family and other expenses. As a result, including expenses, the total amount of her money stands at Tk 18,251,589.

The ACC says that against the acquisition of these assets, no information about any acceptable income has been found in Lubna's name. The inquiry suggests that the assets were acquired with money earned through her husband Noyon's irregularities and corruption. Allegations have also been brought against her of acquiring ownership of these assets and keeping them in possession on her husband's behalf.

On these allegations, a separate case was filed making Lubna Chowdhury the main accused and her husband, former MP Noyon, the second accused. That is, in one of the two cases Noyon is accused alone, and in the other jointly with his wife.

According to the information, since after August 5, 2024, Awami League leader Nur Uddin Chowdhury Noyon and his wife Rubina Yasmin Lubna have been absconding. With the cases filed against them while they are absconding, questions remain about the next steps of the arrest and trial process.

Now, in the investigation of the two cases, the figures and allegations found in the ACC's inquiry will be verified. When a charge sheet is submitted after the investigation ends, the matter will go to the trial stage in court — where the veracity of the allegations will ultimately be determined.
